The game frames Great People as a lottery. It is actually an auction. The Codex of Great People tracks the points generated per turn by every civilization. If you are generating 2 points/turn for Great Merchants and Gandhi is generating 3, you will never get the next one unless you spend Faith or Gold to Patronize them. The game’s internal logs track this; you can see who is close to claiming a Great Person by hovering over the meter in the Great People screen.
While the ease of access is appealing, relying on a cracked "Codex" version comes with downsides specific to Civ VI :
