The actual character who tried to kill Gaara was the Fourth Kazekage, who was Gaara's father, and more specifically, his parents and the village elders, not his uncle.
It was later revealed (in the anime's retelling and expanded lore) that Yashamaru was actually acting under the Kazekage's specific orders to emotionally torture Gaara. The goal was to see if Gaara could retain his humanity despite the pain. The Kazekage wanted to see if Gaara was a person or a beast.
